A twin or double tuner refers to a double version of DVB-T (Terrestrial) / DVB-C (Cable) / DVB-S (Satellite) tuners. For example, you can connect two cables from the satellite system to the television set (however, a second connection option would be required for this). The advantage of this is that devices that support USB recording, for example, can record a channel and watch another channel at the same time. An external device is usually required for this. Overall, this is a feature that is not used by the vast majority. This additional feature is always recognizable in terms of price - corresponding televisions usually cost significantly more.
